Method

Preparation
  1. Preheat your oven to 350°F (175°C) and prepare your baking sheets with parchment paper or muffin liners.
  2. In a medium bowl, whisk together the flour, granulated sugar, baking powder, and salt.
  3. In a separate large bowl, cream the softened butter until it is light and fluffy; then, beat in the eggs one at a time before mixing in the milk and vanilla extract.
  4. Gradually add the dry ingredient mixture to the wet ingredients, mixing until the batter is just combined and smooth.
  5. Divide the batter evenly into your prepared baking cups or drop spoonfuls onto the baking sheets, then bake for 18-20 minutes until golden and a toothpick inserted comes out clean.
  6. Allow the treats to cool in the pans for a few minutes before transferring them to a wire rack to cool completely.
Frosting
  1. To make the frosting, beat the softened butter in a large bowl until creamy, then gradually add the powdered sugar.
  2. Add the milk/cream and vanilla extract, continuing to beat until the frosting is light and fluffy.
  3. Divide the frosting into two bowls; leave one bowl white and tint the other with a few drops of blue food coloring.
  4. Once the treats are completely cool, frost them as desired using both the blue and white frosting.

Notes

Ensure all ingredients are at room temperature for the best consistency in both the batter and the frosting.
